Car Stalled at a Stop Sign

1999 Toyota Camery 2.2L
pulled up to a stop sign then engine stopped and can not turn the engine over
Sparks good
Radiator Good
Belts Turned
Oil Low

Do you mean the engine cranks but will not start? Will it respond to priming at the throttle body (re-attach all parts) and run for a few seconds?
Seems like this is what you mean so find out what is missing. Testing for spark would take engine cranking and belt(s) observed turning.
The two likely problems are lack of fuel delivery or could have jumped timing belt. Near sure a 2.2 is an interference engine and that if off enough or broken will damage engine and is a routine maintenance item both by time and miles.
Begin with seeing if it responds to a prime and narrow down what is most likely to do next,
