99 grand marquis stays high idled

I have a 99 MGM with 103000 miles i recently gave the TB a good cleaning right after that the car stayed high idled. I got codes for the iac and i replaced it and nothing changed i also changed the egr valve, checked for vacum leaks and none found im stumped at this point can some one pleaes help or suggest any ideas. Thanks.Unsure
