99 Toyota Corolla - Car pulls my steering wheel to side after tire rotation.

Got my tires rotated a couple weeks ago, after doing so my car would drastically pull to the right, requiring that I drive while holding my steering wheel to 11 o clock position rather than 12 o clock. Took my car in to same shop, they took it in and "crossed fronts." I am guessing this means that they switched the two tires that were in the front, but not sure? Now my car pulls in the opposite direction, pulls to the right, requiring that I drive while holding steering wheel in 1 o clock position. What is wrong with my car? Is it something with the tires? What does "cross fronts" mean? Thank you.

You have a bad tire. It's called "radial pull" and it quite common.
