98 civic: starter spins as soon as battery is connected.

So one day i went to hop in my car to go to work and my car wouldnt start, i assumed it was either the battery or the starter so i took them both out to advanced AP and they said both were fine, my batterry has a 3 yr warrenty through them and my starter is lifetime i believe. Anyways both tested fine so i had them charge the battery as it was practically dead. when i went to hook my batteries ground back on it started turning the starter without my key even in the ignition, i disconnected the negative battery cable, it tries to arc weld if i touch the negative terminal. i used a multimeter to test the power going to the solenoid and its at 0, the other connection to the starter however has a constant flow going to it a little over 200 amps when the hot wire is connected to the battery. i grounded the multimeter to the chasis and touched that part of the starter to find this out. SOme how its constantly getting power and i have no idea where. after doing alot of reading ive come to the conclusion that it has to be either the Starter solenoid or the ignition switch. im not a mechanic and i suck with electrical work on cars, all and any input would be greatly appreciated
