98 Durango Brakes locked up

4.8L (not the bigger of the two options)

The car's been sitting a while, and has had a issue with the brakes being a tad "touchy," when I did stop driving it. I had it unattached to the battery when I changed the tires on it and the wheels moved freely then, I also checked the front caliper pistons and they worked fine as well. When I hooked it back up to the battery and turned it on, the brakes on all the wheels locked up and I hear a slight noise "the sound of air leaking," inside the cab near the pedals. This sound stops if I apply the brake. The break pedal itself does not have a huge range of motion.

Could be something going on with the vacuum booster. With the engine running and brakes locked up, pinch the vacuum booster's vacuum hose and see if the brakes release. If they do, you should suspect something going on inside the booster.

Where is the vacuum booster hose? I see where its connected to the engine with a hose, is that it?

The vacuum hose for the booster runs from the brake booster to the intake. You should see where the hose goes onto the check valve that is stuck on the front of the booster. You can pinch the hose off on either end.
