95 LeBaron GTC won't start.

I turned off my 95 Lebaron GTC for 5 minutes to run into the store and when I came out it didn't start. The engine didn't even crank. The only thing I heard was the buzzing of the fuel pump. I left it in the parking lot overnight and came back to it the next day. To my surprise it started right up. Confused, I drove it back to my apartment, shut the car off and then tried to turn it back on. Same issue. No crank and the sound of the fuel pump. Periodically I've been checking back on the car but it hasn't started for the past three weeks. The battery has power and jumper cables did not help. The alarm is not engaged. The car has 80,000 miles on it and had a slight rock when going 40MPH but wouldn't rock at any lower or higher speeds. The oil was just recently changed, but the gauge flailed wildly when I stopped the car and would accelerate. Any advice of how to troubleshoot this issue would be highly appreciated.
