I have a 95 honda civic hb. With a d15b. Recently I started having a idle problem. I would go to start the car and it would shoot to 2000rpms Check engine light wiill come on and stay there. If I go to drive it will not let me go past 3500rpms or the car would start to buck. I have checked for vaccum leaks, nothing. Checked my TPS and adjust to factory. I have taken the FITV and IAC off and cleaned them out, that help solve a bouncing idle problem, but still have the main problem. But it is weird, because I can go get in the car have no problems drive it for say 40 miles. Then get back in it after work. And the problem will be there. I also noticed that I can put the key to the on postion without starting the car, and hear a humming noise. I then took my screwwdriver and put it on the IAC and ear to the screwdriver and it sounds as if it is being activated. Without the engine running. I'm at a loss.
This has gone on for awhile. Now just the other night I had the problem. So I had to drive it home. So I drive it and when I get to normal engine temp. And then seating at a stop light idle at 2000rpms. It just drops to normal idle it never used to do that before I cleaned the other parts. But when this problem doesn't occur the CEL will be gone. And there are no codes stored in memory.

Believe it or not a common high idle problem on Honda is a bad alternator. The wiring off the voltage regulator feeds the idle solenoid. You should start by getting the charging system checked. I have seen this numerous times on Honda. Good luck.

could be a bad ECT sensor, could be telling the ecu that the engine is ice cold causing it to rev the engine to get to closed loop. when ever it revs up high try disconnecting it and see if it goes back down, you will get an SES light but it will go off after you reconnect it.
