94 ford taurus key wont turn past start

94 ford taurus 3.0 Dohc wagon-mileage is unknown and un-importent
my g/f's husban is an abusive butt head and has got in her car and cranked the ignition switch to where it wont turn past run it is weged it will turn to any position but start can i just replace the key and ignition switch or the whole stereing colom? also what ever he did he fried a few electronics and the radio wont turn on the windows will not roll down and the clock will not come on and the A/C will no longer blow cold air. the fuse in position 8 was blown and and i replaced it with another 15amp and it blew just as fase so i put a 30amp and it seems to be holding it says slot 14 runs the windows it is a 30 c.b. fuse will that be the problem with the windows and junk?
