92 Buick Park Ave Wont Turn Over

~97,000 miles
My park ave will not turn over at random times. It will go for months without an issue and then one random morning it will not turn over. I turn the key and all dash functions light up and the radio turns on but the car itself wont start, it will not even attempt to. The strange thing is that after the first attempt to start it, if I wait 10-20 minutes (without doing anything) it will start. Im not much of a car guy so any responses in dummy talk would be appreciated!

The word "turn over" doesn't help. People just use that word and it doesn't indicate just what is happening. If not cranking engine at all (have to guess) the side post battery terminals can be the problem. You need to peel back the hard rubber/plastic to really see how or if corroded badly. Common with some age if not new recently.
Doesn't matter if low amp things still work - the starter takes a ton of power to crank the engine and probable is my guess is right got the weak connection hot such that it somehow will work later or be intermittent. If good, clean them up real well while checking and I like to grease them or at least WD-40 to slow that down or stop it from happening again.
If cranking and not starting that's a whole different problem to approach,

Sorry, by not turning over I mean... when I turn the key to start the car, nothing happens. No noise, no "spuddering", etc.
Ill look into your suggestion, thanks.

As said, fairly common on side post terminals. May get a click or not. May reset clock and radio or not. Need to rule that out. If doing yourself it's a 5/16th bolt or 8mm will work too. Neg off first and back on last,
