2012 Subaru Impreza: Test light works, headlights don't!

My driver side headlamps don't work. For the low beam only one of the 2 points lights the test light, so I'm guessing the problem is a broken connection upstream. But the test light works perfectly for the high beam, yet when I plug in a new bulb, nothing happens. My brain is searching!

You are testing for power but an electrical circuit needs both power and ground to work so you need to test for ground also.
