2009 Camry cooling fans not working

2009 Camry cooling fans not working Sign In

So my 2009 Toyota Camry is 3000 miles out of warranty when I notice that its running a little hotter than normal. Do a little poking around and find that the cooling fans(both) aren't coming on. After a little research this is what I've found.
1) The fans will both come on when I run the a/c. I've just been leaving the a/c on low at all times and this way whenever the compressor kicks on so do the fans.
2)checked all fuses - good
3)checked 3 relays labeled fan1 fan2 fan3. The only way i know to check these is to touch a positive and negative to the silver posts and listen for a click. all check good.
4)changed engine coolant temperature sensor.
5)changed thermostat

I am totally at a loss with this. I'm a journeyman diesel mechanic but this has got me stumped.
The check engine light never came on but I'm going to take the vehicle to a friend of mine and have it scanned. Since changing the thermostat and temp sensor the fans still dont come on automatically, however I let the car run at idle for like half an hour the other night and the gauge never went over half way up. This car has always run at about 1/3 of the way up the gauge. Any help or ideas would be greatly appreciated.

You're chasing a ghost. There is nothing wrong with your car. They are designed to run hotter at idle for emission reasons. The fans are generally programmed to come on in the 220 to 225degree range. The fact that they come on with the A/C proves that the circuit is working fine and the PCM has complete control of the fans. It's just not choosing to turn them on at the temp you were expecting.
