That is why you don't see much of a change in rpm. P2138 means there is a correlation fault between the two pedal position sensors at the accelerator pedal. I don't know if that would cause the PCM to turn off the engine, but it would probably limit throttle control. You need a high end scan tool to interface the PCM and look at the datastream information for the APP1 and APP2 sensor.
