I had the intermittent wiper issue earlier and had the relay replaced and the wipers now work fine... provided the headlights are off or just the parking lights are on.
So the basic issue is that when my headlights are on, the wipers move at a snail's pace and often get stuck in an 'up' position, much like they did with the relay issue before. Also, when using my left turn signal with the headlights on, they blink fast (both front and rear).
I've been able to cope with the issue, but living in Florida, it rains a lot and not being able to use your wipers when it's raining, especially at night, is a serious safety issue. I checked the fuses, and the seem fine/intact.
I would guess that there is some likely grounding issue, but why would it appear ONLY when the headlights are on and why would it affect different systems?
Any advice?

When the wipers are slow are the headlamps working or are real dim?
One thing that these items you mentioned have in common is the ground circuit. If there is high resistance in the ground circuit, that could make the wiper motor run slow when the headlamps are on.
The ground circuits for those devices meet up at a signal point called G100. G100 is a ground lug that connects to the left fender near the battery. That should be the first place to inspect. Make sure the ground is clean and is connected tightly to the metal. If it looks dirty remove the ground bolt and clean the lug and point where it connects with emery cloth or wire brush.
If you still have to problem after checking the ground out, you'll have to do a voltage drop test of the ground circuit to test for high resistance and where it might be.
