That means the starter motor doesn't turn the engine over. If the starter motor doesn't crank, the first thing she needs to do is have the battery tested. When she has the battery out have her inspect the connections to be sure they are free of corrosion. Once you know the battery and connections at the battery are good, then you need to check for power from the starter relay down at the starter motor itself.
