2002 mercury mountaineer Pats system will not turn off

I have a 2002 mercury mountaineer 4.6 liter VA with 83818 miles. The theft light has been flashing fast. I did some research online and found out the original key was no longer communicating with the system. I've checked the fuses and did full check on relays with separate power and load. Check voltage and jumped the starter under the truck both ok. So I called a mobile key maker and programmer to reprogram the key, he said he was unable to reprogram the key so he made another one which did not work either, he said it wouldn't hold the program. Said it might be the pcm. We called another mobile mech who was unable to diagnose the problem. We ordered a pcm online gave them the Vin for programing. So when it arrived I installed it and called the same key guy who came out and had the same problem. Was there something I should have done when I installed the pcm? With the new pcm installed the blower motor for the ac fan does not turn on anymore and I'm unable to pull any fault codes, the only code that was on the old pcm was a p0401. Is it possible that the key trancever is bad, is there a way to check it? Any thing else for me to check? Thank you for your time

You are way over your head with this as you are already finding out by throwing parts at it.
Yes, when you change the PCM the programming has to be done over but you don't even know the PCM is the problem and it likely isn't.
You need some real high tech equipment to diagnose this properly. Could be any number of things.

The pcm was supposed to be programed from the Vin where we bought it, but yeah, with no equipment for testing, I am kinda banging my head. I was just hoping there was something I hadn't seen online that I could check on my own.. thanks for the response.

Unfortunately, unless you have a $10,000 scan tool, there is no way of testing any of the components or accessing any of the info you need.
