2001 Honda Accord manual transmission only turns over after turning ignition and pressing down on clutch several times

My 2001 Honda Accord coupe EX with a 4 cylinder manual transmission, needs anywhere from 3-14 ignition turns while pressing on the clutch in order for the car to fire and start. There is no grinding when the ignition fails, only a clicking sound with no action. Sometimes it will turn over after one or two attempts, but most of the time, it take 10-15 times. But it always starts sooner or later. This has been going on for 2-3 months. Sometimes it will start with less attempts if I turn off the ac or radio on the car. Please note that on this model, the clutch has to be depressed while the ignition is turning since this is a built in safety feature. Wondering if it is a starter, wiring or switch problem and if not, what can it be. Craig
