1999 V6 Toyota Camry Oxygen Sensor Issues

Thanks for reading. About 4 months ago, my gas mileage started going down and my check engine light came on. I brought the car to my mechanic, he ran the codes, and the O2 sensors all needed changing. The car has about 80,000 on it, so that seemed plausible. The next day the engine light came back on, brought it back to the mechanic, he attributed to a faulty part, threw in a new O2 sensor, and sent me on my way. A couple days later, the light came on again, I went back, and he suggested that it was actually a car computer problem and that I should bring the car to a dealership to have the computer reprogrammed. I like my mechanic and definitely trust what he says, but I was not very excited about the dealership and charging a ton just to get a diagnosis, so I decided to drive around for a while and see what happened (I know, not the best idea). I found that when I filled up on gas the light would got off for a while, my gas mileage would be what I expected (about 30 mpg), and then as soon as the tank went below half, the light comes on and my mileage goes to 20 mpg. Someone suggested the gas cap could be an issue, but a new one did not help anything. Any ideas as to what the problem could be? Thanks again.
