1997 cavalier won't turn over with key

i ran out of gas with my 97 cavalier 2.2 auto 2dr and when i put gas in and tried starting it it would not start right away but then when i tried again the starter stayed running even with the key off after a few seconds it stopped but then i smelt wires burning so popped the hood and starter wires were melting so i quickly took off the ground from battery,,i put in new starter and fixed wires and it won't turn over,,any ideas?

In tank fuel pumps are cooled and lubricated by the fuel in the tank. When you run a car out of gas, it pumps a lot of air through the pump which overheats it and causes some severe wear and many times, failure when they cool off.
You will need to use a fuel pressure gauge to verify this

it's like the fuel pump and the small wire on the starter are not working.

No, that would be related to the started failure and overload. Check for fusible links at the starter and see if you are getting power at the purple wire at the starter when the key is held in "start" position. That is the trigger wire from the ignition switch.

ya fuseable link was fried so i fixed it and no there is no power to purple small one when key is tunned but when i put batt power to it it turns over

Make sure you didn't leave one of the wires off or you have a second burnt link. Pull on each wire to see if they stretch.
If you can't find anything at the starter, then you are going to have to go up to the ignition switch and start testing there through the neutral switch where it's yellow in and purple out to the starter..

would that burnt out purple cause fuepump to not work? and ya i pulled on it and checked it as far as i could and it looks fine but on power,,,,ignition switch wires are they in the colom or before colom?

No, the purple is not a fusible link, It's just the return trigger for the starter. The other wires are the battery power out from the starter. That's where the feed for most of the car comes from.

ya the rest of the cars power is good but i didnt hear the fulepump and when i turned it over with a screwdriver by crossing the two on the starter it still didnt start

Find the starter problem first. It's probably related.

The links go on the big terminal and there is likely more than one.
Make sure your using fuse wire too, not regular wire.

That light being on means there is a problem with the passkey security system. If the light is on solid, there is some kind of fault in the system and it will require the use of a tech2 scan tool to diagnose it.
If the light is flashing when attempting to start the car, then the security system has been activated and is not recognizing your key.
Here is a relearn procedure to try for that, otherwise you'll need a tech2.
PASSLOCK REPROGRAMMING AUTO LEARN
IMPORTANT: Due to component variability, the vehicle theft deterrent (VTD) system must have the learn procedure performed regardless, if the vehicle starts on the first ignition cycle after a VTD repair.
You must perform a theft relearn procedure if any of the following components have been replaced: - Passlock Sensor
- Instrument Panel Cluster (IPC)
- Powertrain control module (PCM) The above modules, with the exception for the Passlock Sensor must also be programmed with each module's own vehicle configuration.
AUTO LEARN
Time required, approximately 10 minutes: - Insure that the battery is fully charged.
- Use the scan tool in order to clear the DTCs.
- Turn the ignition switch from the OFF position to the CRANK position attempting to start the vehicle. The vehicle will start and then stall.
- Leave the ignition switch in the ON position while observing the security indicator.
- When the security indicator turns off, which can take up to 10 minutes, turn the ignition switch off. Wait 10 seconds.
- The BCM and the PCM will learn the new code on the next start attempt.
