1996 F-350 will only run smooth on one tank

1996 F-350 with 460 engine and duel tanks. had a fuel pump stop working, had both pumps replaced. after that only the rear pump would work, it ran really rough on the front tank. later had the front pump replaced, now the rear tank is running super rough???? any ideas, I had the work done by a qualified shop and they are puzzled and want to send it to the electrical shop. thank you

I'm betting it has something to do with the quality of parts being used.

All parts are name brand from parts supplier, not chain stores. and both pumps have been replaced twice. they alternate running like crap....... could it be electrical?

they replaced both tanks with new as well. im thinking there has to be a problem in the tank selector valves or switch because everytime they work on one pump, the other starts messing up. now its running rough on the front as well, checked the codes and it said IAC/ACT sensor. doesnt make sense.....
