1995 ford taurus issues with fuse and circuit breaker

I have a 1995 ford taurus 3.8L. The horn cruise control and cig. lighter stopped working, so i checked all the fuses and changed the circuit breaker that is suppose to run those things and they still dont work. What else would make those things not work other then the fuses since i now know those are all fine.

Check circuit breaker number 12 under the dash again. That is the one that controls the horn. If it is OK, there is a possibility the clockspring inside the steering wheel is bad. All the things you mentioned has wiring going through the clockspring. Being way2old is why I need help from younger minds
