I have a 1995 Chevy Corsica that won't start. It started once after I got back from a week long trip. I had to shut it off (it was running for about 10 seconds) and it hasn't started since then (yesterday). The car only makes a clicking sound and sometimes sounds like it does a "half turn over". I have replaced the starter and battery, made sure that all the connections are good from the battery to the starter with a wire brush.
I have tried to start it both in park and neutral. I've tried jumping it. I specifically connected the negative jumper cable onto my car engine to rule out a bad negative battery terminal connection. The key ignition seems to be working as all the lights on the dash come on.
What else could it be? Are there any additional relays/fuses I need to check? Could it still be a bad connection? Computer issue? Could it be a flywheel issue? How can I check these things?

Computer????? Flywheel???????????
You haven't even tested the battery yet. That's your first step.

I put in a new battery, because the old one was 8 years old and ready to be replaced anyway. It says this in the title of my post...should I be checking the battery even if it is new?

Did you replace the battery since this problem started or was it already in there when this problem started occurring?.

The problem started happening yesterday. I replaced the battery today. The car didn't have a problem starting in below 0 weather before. Now it is about 30 degrees here. I made sure the connections at both the starter and the batter were tight too.

Just a note: This is BATTERY PROBLEM MONTH HERE for many. Know that new isn't always the answer and sometimes the problem. Many people do not know that battery's liquid electrolyte inside FREEZED solid new or not if cold enough usually ruins batteries or whole stock of them at storage places for them new! Most used to leak out if cracked from freezing but less common now. It still can make plates inside warp and mess up. Huge problem ongoing right now where I am in cold country and worse in areas that get colder.
Really on this. The pile of replaced batteries can't even be stored outside for recycling - it suks!
Same temps in MA. Close to ZERO nights not breaking 32F days for a while. BTW - mark age of your batteries in anything. 8 years is way too long by age alone even if they test fine,

If the new battery didn't seem to help anything you probably have a bad starter, assuming the engine isn't seized up. Try to turn it over with a socket on the crankshaft bolt to be sure.

Hammer time, unless you are saying that the new starter that I just installed is bad too, then I don't think it is the starter or battery. I will check on the crank shaft, but that is a rare occurrence. I can't think of much else in the starting circuit that would be preventing it from turning over completely. Any other suggestions?
