1994 Silverado 5.7 gas bad idle

I have a 1994 Chevrolet Silverado 1500 2WD 5.7 Gas. Just replaced both heads and exhaust manifolds plugs wires etc. Starts slow 3-4 seconds, idles normal for about 10 seconds then drops and surges back up. If you put in gear it wants to stall. If you mash the gas down hard it will run in gear but severe loss of power. Pretty confident timing is set properly starting to trouble shoot tommorrow need some suggestions on possible problems.

Gotta check everything that was touched to do that job, all electric and vacuum items. I would check that fuel pressure is up there and holds, KOEO then while running as well.
Question: Why did it need all this?
