1994 Honda Civic LX 1.5 L - Failed High Speed Emissions Nox(ppm)

I took my car in for inspection. It failed the High Speed Emissions Nox(ppm) test. The Standard is 1240 and my result was 1267. How can I lower my Nox(ppm)?

NOX is caused by high combustion temperatures so look at things like
- EGR system inoperative
- engine temp too high
- heavy carbon buildup on piston dome
- timing too far advanced (although too low will cause high HC)
