1989 Pontiac Lemans 1.6L Sign In

Hi there. I have a 1989 Pontiac Lemans 1.6L, 4spd heater and key. This is a Deawoo made vehicle. Ok this thing has 198K on the clock. I bought it back in '07 and has been a pretty good little car and gets at least 38mpg in town.
Ok I decided to tear it down to do a timing belt, water pump and all hoses along with a head gasket.
Ok yep it was more than a challenge to get new head bolts, I got them. Reason for head gasket is mainly for just in case.
I need help with 3 things if anyone has any idea as the FSM says nothing.
1. Timing belt tension, no idler pulley, FSM just says "set to specs" and yet has no specs anywhere.
2. The ugly "chocolate shake" syndrome. Every since I've owned this thing is has had this little issue. At the oil filler cap it gets the mixxy goo. There is a tube that goes to the side of cam carrier that goes over to the bottom of the air cleaner with port between throttle body and inside of air cleaner. Nothing is on the dip stick and no combustion vapors in the coolant.
3. There is a strange little plug at the left side rear of the block. It takes no effort to remove. The fitting it goes into is a copper insert that simply goes right inside the block and ends about 1/8 inch from the rear crank journal.

The manufacturer doesn't supply any tension spec although it does tell you to use a belt tensioner

It's normal to get moisture sludge in places the heat and cool quickly like the oil cap and dipstick tube. Most all cars do that in a cold climate.

That hole sounds like a spot for a crank sensor that may be used on a different engine.

The sensor thing is kinda what I've been thinking. Ok any idea what the tension should be? Or should I use the old 1/64" for every inch between pulleys? When I pulled the belt it deflected about 1/4".

Loose enough that it doesn't destroy any bearings and tight enough that is can't jump teeth.

!/4" of movement sound reasonable.
