00 Escort Low Fuel Pressure

Got a 2000 Escort with 2.0 SOHC engine. I have searched the forum and read this particular post: http://autoforums.carjunky.com/..._fuel_problem_P77631 My problem: The car will occasionally lose power and quit. I live in AZ, so the weather has been really hot. It has done this a few times, then it finally threw a code having to do with with being lean (I wrote it down, but don't have it handy). Looking the car over and performing some basic testing, the only thing I discovered is the fuel pressure is low. I have about 20 psi of fuel pressure key on engine off or when engine is running. The pressure holds after the key is turned off and the manual I have states the pressure should be 25-35 psi when running and even higher (55-85???) when it isn't running. It never changes or varies. I understand from what I have read that the PCM gets pressure information from the sensor on the fuel rail, then varies the duty cycle of the fuel pump via the FPDM. How do I tell which of the 3 items can cause this condition? I have changed the fuel pump (just due to age), strainer, filter, and ensured there are no restrictions in the fuel line. I also inspected the fuel tank for contamination when I changed the pump. Any help would be great. Thanks!

You will need a scan tool to read the fuel pump data.
