This is a 2 speed system and if low speed isn't enough to bring the temp down, high kicks in. I think you may not have a problem at all. These fans aren't programmed to come on until approx 226 degrees which is considerably hotter than most people expect but that is completely normal and intentional. Make sure you do that when the engine is cold.
