engine slows when it begins

hi everyone, this is my 04 dodge carvan 3.3. the engine slows down sometimes and then goes ok, there is no check engine, but the speed meter at the dash board is slow I mean the analog, could the defective VSS cause this kind of problem, need your ideas and thank you as always.
