Back probe the headlamp connector on the ground side of the lamp with your volt meter referenced to the battery negative terminal with the headlamp turned on and plugged in. The circuit has to be operating while your making your measurement. If it is more than 0.5 volts, you have a poor ground. You should also check the power side of the lamp at the connector the same way. You should see battery voltage.
