Crazy ...This is me

I am facing the dreaded rough idle, but not the common rough idle. In fact, when I start my car (a 1989 Honda Civic, manual, no A/C), the idle is nice and high (not too high), slowly coming down as the engine warms up. Then, it sounds like a clutch kicks in (which I don’t get because I have no AC) or something and the idle is rough. However, if I turn my car off and back on after being warm (let’s say within 10 minutes), I don’t hear that engaging sound and the idle is rough from the moment I start the car. Could this be related to my coolant somehow? More details: I’ve replaced the rotor and cap and plugs and cables, used fuel injector cleaner in my gas tank, and took off and cleaned my ICV (EACV). When I cleaned it, I noticed less than ½ of a centimeter of movement in the white “according” looking thing when I compressed it with a screwdriver. What’s worse is that it looks like you can’t take it apart (I tried and almost broke the black plastic piece on the end).

If I disconnect the lead from the ICV, then my car idles much much more smoothly when warm. However, this completely disables the entire electronic control unit, doesn’t it? So, how can I tell what it is? What can I eliminate? Can I eliminate leaky hoses or a bad temp sensor (the temp guage in the car seems to work fine). I read somewhere that the thermo-time switch (cold start valve control) could be bad or the cold start valve could be sticky, causing it to idle roughly when warm. It doesn’t always idle roughly when warm either. Sometimes it’ll be just fine. Often for minutes at idle. For example, I’m driving around town and come to a stop light. Sometimes it’ll be fine for like 1-2 minutes and then idle roughly. Often idles really well after I’ve been driving at highway speeds for an extended amount of time, then it starts doing it again after driving through town for a bit.

One last thing, I know something is working or at least trying to compensate (ECU?) because it will idle roughly then the rpms will shoot up and it’ll be fine for maybe 10 sometimes even 30 seconds and then rpms will fall back down and idle really roughly, repeat cycle.

Hmmm. I just don’t know what to do next. I am not getting any codes at all (unless I disconnect the EACV of course). Anybody got an idea of what would cause all these phenomena. Meanwhile, I seem to get about 30 mpg (can’t be too sad about that J ).
