Many, most even if 225 slant six with carb did this from even turns when they were new including Aspens, Volare with little help from car maker. If tuned and no issues the common solution was to raise the idle speed just enough over suggested idle not so much as to annoy driving it. Other things can too like vacuum leaks.

This was for the carb on the straight six engine that it was common. Note - if idle raised too much they would diesel when shut down so pick exact spot if you find this the common issue all along,

I was a Service Manager for a small Dodge dealership in that year and the owner has a saying. They make a $10,000 car and a 10 cent carburetor.

That was the years when they were trying to go lean and didn't know how to. I had to make a bunch of modifications to nearly every carb when they came off the truck.

So right Hammer. These vehicles were around like litter and most had this problem. Not much help from Chrysler that would allow a new carb that did the same things. I found as said just up the idle just enough when new car owners gave up with no help from dealer/car maker had to do something.
People still loved these vehicles for lots of good reasons,

Would be nice to know what is actually in this Duster and if anything is aftermarket.

Can't know and OP didn't state engine yet. I think by 75 the hyper motors were done with. They kept selling a good 318 and or more cubes but not like a few model years earlier were so lame weren't worth it IMO.
The pissa was warranty just gave or paid for same problem. Put a Holley OE not for performance on one at owner's expense that didn't solve it all completely? Said, just turn up idle and live with it just fine. Remember DS new car warranty was almost always just 12+12 meaning 12K or 12 months and you owned the problems!
