G20 van won't start

My 350 94 g20 van one day just didn't want to start. It has spark as it will fire with starting fluid. I think the pump isn't getting power. The owners manual doesn't show a fuse on the panel. The gas gauge is pegged to the right like it's missing a ground. Any ideas?
