Frown my 93 Chevy 1500 4.3 218,000 did a compression test today 5 of the cly was 200 - 210 psi but one the driver side front was 30 psi I pour some oil in the cly the reading stay 30 psi is this a bad valve ?

Could be. If you have access to the tool, do a cylinder leakage test. If not, pull the head and have a look.
