The voltage measurements need to be done while the problem is occurring. I've made the mistake before of shutting my car off without putting it in park. It key won't turn unless its in Park, or Nuetral. (this only applies if its an automatic transmission) 2nd, try jiggling the steering wheel. Sterring wheels lock when the key is not in the ignition, this helps prevent people from hot-wireing cars and driving them away without ever having the key. Sometimes this can make it hard to turn the key.
