'99 Dodge Grand Caravan - problems starting

It is 30-45 degrees F in the mornings here now and my van is having trouble start (the weather could just be coincidence). Four weeks ago I would turn the key to start it and would receive a single click, and then it would start fine on the second turn. This lead me to believe it was the starter and bought parts to replace the solenoids.
Before fixing that, the problem developed. Now instead of a single click, the engine attempts for a half second to turn over then dies. It does this 4-5 times then starts just fine (if anything when it does start it sounds a little hyper/higher pitched).
I had some mechanics replace the battery and the negative battery cable as my old (2 years ago) battery had heavy corrosion and the connection to the teminal was rigged in order to work.

I read that if you turn the key and just hear a click, the copper leads in the starter can wear over time and not give good connection.

Usually around the same time your contacts wear out in the solenoid the brushes in the motor are pretty well spanked too. A new starter is the way to go. But I would first be doing some testing before throwing money at it. You can use jumper cables from the battery to the starter to see if it will crank with them, which would help pin down if your cables are bad.
