98 civic loses power while driving and idles irregularily

My 1998 honda civic ex is having some problems. When I'm at idle it will idle irregularily going to almost the 0 RPM and then shoots right back up to about 1500 to 2000 and settles at about 700. It will do it multiple times when stopped. While driving it feels as if I am losing power, I will try to accelerate and it feels to slow down and I give it more gas and then after a few seconds it jumps back to normal. The check engine light came on once and the codes that came from it was saying the Idle Air Control System Fault and an Idle Air Control Circuit Fault. But i had already changed the IAC a few months prior and seemed to help for a couple of weeks and then it started to act up again. Checked the throttle sensor, it ok. changed the map sensor, changed the intake air temperature sensor. Any suggestions... Please....
