2004 Toyota Camry V6 Hesitation??

Brother's Car - Full Warranty. He claims a fairly serious hesitation when acceleration from very low speed, like 5mph, and has done it since he bought it new.
The dealer says NORMAL! - that it's just the computer changing modes! We will chase this down as I can't believe especially a Toyota would do this!
It's too new for me to know. Has ANYONE ELSE had this happen to them? I don't have access to this car to witness it real soon. If so it could save me some time calling Toyota if it got fixed for you, and I'll just suggest he take it to another dealer. Thanks,
