I don't see an electrical connector. I see a vacuum modulator valve with a broken off vacuum line with a bunch of "dum-dum" wrapped around it. It's a vacuum line that goes on there.

The modulator is for the transmission to smooth shifting. It should be supplied by a line that goes up to the throttle body, mostly metal.

That would explain why it shifts so roughly. Any suggestions on how to fix the connection?

Yeah, simply find the line and replace the rotted rubber hose portions and plug it back in.
