1993 chevy corsica

I have a 1993 chevy corsica. It will not start i do not have fire at any of the spark plugs. I have checked the wires leading into the coil pack, and i have power there but i do not have power coming out the coil pack. I assume i need to replace the coil pack. But here is dilemma it is all three coil packs, that are not working could the base of the coil pack be bad. Any help would be appreciated.

The engine control computer operated the coil firing.
