Engine Performance problem

Hello
Just bought a car that has not been running for 1.5 years.
Have run it for a couple days.
Added fuel conditioner.
Ran for another day.
Tried to start today but no luck.
Car turns over but does not fire up.
Would like to know where to find and how to replace fuel filter to start.

Under car on frame rail as shown if the pic shows. May be the type that used "flare" nuts
which are very subject to being rusted and a serious pest to undo. Have the correct
wrenches (flare nut wrenches) if you attempt that,
