1992 Olds Cutlass Ciera overheating

I have a 1992 Olds Cutlass Ciera that overheat to the point I must stop and wait for the engine to cool or it will shut down.
So far I;ve replaced the thermostat,the radiator tubes are fine, I've also replaced the radiator cap.
There aren't any leaks. the wierd thing is while the engine is running, the fan will go but I noticed there doesnt seem to be any activity in the radiator, I could open the radiator while the car is over heating and its not hot to the touch.
Any suggestions

A test - From cold, start the engine (coolant must be full) and feel the cold upper radiator hose. It should stay cold for a while and then gets warm when thermostat opens. Electric fan should kick on and you should feel the warm air its taking from the radiator.
If hose doesn't get about too hot to touch the likely problem is a bad thermostat new or not or a seriously plugged up radiator. The electric fan needs to run strong when fully warmed up,
