1990 Ford F-250 351W, NO timing Advance

Ford, 1990, F-250HD, 4X4, EFI, XLT Lariat, 82,000 miles on it.

A couple of months ago I noticed it loosing power. I could still get up to speed but just took longer. A couple weeks ago it would hit 1500RPM and start to surge and sputter.
I had a Old Jacobs Electronic Mileage Master on it and went back to a stock coil. Replaced the Rotor, Cap, Spark plug Wires and new Spark Plugs (Original Plugs).

Now, it can get to 2500RPM but that's it. I checked the timing and set it to 10BTDC (was at 7BTDC) per manual. Noticed the after reconnecting the Spout plug, the timing is sitting at 20 Degrees BTDC at idle. I reved the engine and notice the the timing stays at 20BTDC at all RPM.
So, What tells the distributor to Advance the timing? ICM? ECM?

I'm well versed in distributors with mechanical advance but not electric advance.

Nothing. The distributor doesn't do the advancing. The computer does. Removing the spout connector takes the computer out of the loop. I wouldn't be concerned with the timing.

I would checked for restricted exhaust.

OK, extremely skeptical about the "I would checked for restricted exhaust."

However with nothing to lose I separated the CAT from the two down pipes from the engine and fired it up. OMG that was it, right to 5,000 RPM no problem. took it for a short spin and it felt brand new again. Haven't had this much power in years.
