i have replaced plugs, cap, button, and wires. the plug fires great when out of the engine and the cylinder is getting fuel. i have checked injector for resistance and it is working. when i pull the plug wire off while its running it doesn't change idle at all like it should. it has a miss while driving. almost like the plug is grounding out?

You should perform a compression test. Write down the numbers. Make sure the battery is fully charged, distributor connector is unplugged, and throttle is wide open when you do your test.

Swap that plug with another and see if it works there. How do you know it gets fuel? Is that plug soaked? Too wet with fuel and they can self ground but out of engine might show it works,
