03 Santa Fe - Engine Revs then RPM goes up and down

I just replaced an engine in a 03 Sante Fe. The new engine seems to run fine but upon initial start up it reves up high then the RPMs go down but continue to go up and down without and manipulation from me. It is not producing any codes. Could this be a sensor problem that is not producing codes. If so, which one. I have replaced the throttle body from the old engine with the same result.

IDK - This could be a lot of things. Suggests you put in a used engine and it must be an exact match. Check everything you touched in the swap for a problem - wires, connections everywhere.
IDK again but how long are you giving it? It might be in a "learn" mode, normal faster idle first start cold and not run long enough to adjust itself yet?
Now you have had throttle body off check for vacuum leaks just because,
