1998 Cadillac Code: P0741 TCC Stuck Off

my 1998 Cadillac Seville gives this Code: P0741"Torque Converter Clutch Solenoid Circuit Preformance or Stuck Off". i had the front drive wheels lifted off the ground, with the transmission in drive, i could hear a grinding sound, sorta like a clutch, and when i placed my foot on the tire too slow the spin, or give it resistance, the grinding sound would get more aggressive. i took it to the local cadillac dealership, and they told me with this Code: "P0741 being Stuck Off" it wasn't a problem. IS THIS TRUE?
