problems starting up

I can't figure what is wrong with my 1996 dodge avenger, when turning the ignition to start my car, the power will cut out completly only to come back on a few moments later. is this my starter, relay, ecu, or a short somewhere. also to compound my confusion the ecu is not reading out to any of the scan tools i've tried.

Not sure what you meant but you should be on about your third battery and the connections at all all ends need to be good with a known good battery, T
