I got into the church van this morning, to get it ready for our mexico trip, and there were no turn signals..they had been working fine the day before (I drive it almost daily). I checked the fuse, fine. checked the flasher, fine. pulled the flasher, checked w/ meter on contacts when turning signal on (to check to make sure the switch works) fine. 4 way flashers work, breaklights work, running lights work.

It has a 6 way trailer wiring harness (factory or very professionally done, by the looks of it) with the electric brake assist "activator" thing near the stearing column.

Am I correct in assuming this is an "open circuit"/loss of ground, and not a turn signal switch ($150 for a new one, I'd hate to be wrong!) If it is open circuit/loss of ground, how would I go about locating the problem area?

If the flasher for the turn signals and the flasher for the hazard lights are the same, try swapping them. If the turn signals now work replace the flasher. On these vans I have found a lot of corroded terminals at the connector located at the base of the column. Unplug it and inspect the terminals closely. You can also perform all of your electrical tests here to check the turn signal circuit. Good luck and let us know what you find.

I swapped the flasher, no luck. I couldn't find any connectors at the base of the column. There is a thick wire harness that goes into the dash above the steering column, and makes its way over to the fuse panel. I couldn't see too much by way of corrosion back there. Besides, Electricity gets from the turn signal switch to where the flasher unit plugs in, so it isn't corroded connectors, right? Maybe I'll try seeing if electricity gets from the flasher unit to the fuse, which would reveal if there is a bad connection in the fuse box (unless it goes to the fuse first, then the flasher unit, which would mean it is ok, and the problem is somewhere in the chassis, right?

Come to find out, the connectors behind the fuse panel were all loose and corroded (green/grey). cleaned them, fastened them, turn signals work great!
