Trace Cargo Light Problem - VW Jetta 2000

I have a 2000 Jetta with a cargolight that does not come on.
- I have checked the fuse (all the other systems supported by the fuse work).
- Tested for resistance in the wires (I believe to have done it correctly).
- The bulb appears to be good (filament intact).
If all of the above is okay, I think it may be a switch problem? I have no idea, nor been able to locate the switch which controls this light. Anyone know where to find this switch? Or can you trace this problem back to something else?
