No Headlamps 97 chevy 1500

No Headlamps 97 chevy 1500 Sign In
First the blower quit working or was intermittent. Mechanic changed interior blower switch. Now headlamps don't work, running lights and daylamps work fine, just no hi/low beams. Mechanic wants $400 to fix, I'm skeptical since blower still isn't working all the time. Any help or suggestions appreciated.
