The fan it was tested with voltage applied with jumpers. The fan was taken out then checked good. After it was reinstalled the fan does not spin up. The connector was checked with engine on and the 13 volt is present on on side of the connector. I don't see if the ground side goes into a relay or the climate control. It's the ground side you are losing and that is the control side. You probably probably have a bad blower speed control module.
