Lexus won’t crank!

2002 Lexus GS 300, in-line 6, front end wreck. Starter whines but won’t turn flywheel. OBD scanner (Innova 5610) only shows a/c solar sensor error. Checked every fuse in car. Replaced starter relay and replaced starter. Same problem, starter whines won’t turn over engine. Battery is good, even swapped out with known good battery.
Anyone have any ideas??

Whines but won't turn flywheel?
You have either
Installed the starter incorrectly
broke the flywheel
you broke a timing belt and it is cranking with no compression.
